In Southwestern Taiwan, the city of Chiayi is known for its mesmerizing mountains and gorgeous vistas of endless blue sea. But within the city's history lies a dark and sadistic past, one marred by the monster known as the Chiayi Demon - Chen Rui Qin.
Once a hardworking and devoted parent, Chen would fall prey to the temptations of gambling and commit the most heinous of acts to feed his addiction; racking up close to USD1.2m in fraudulent insurance payouts and sacrificing the lives of his loved ones.
